So I'm guessing it had a fairing which is why the instruments are sitting so high (along with high rise bars)?

Could be. Although the standard RE5 fairing doesn't require the instruments to be moved.

The Vetter mounts were used for other manufacturers fairings including the small bracket to flip up the meters and to clear aftermarket fairings.
Reading of the rust on the rear exhaust they likely had baggage making it hard to clean and wax to prevent the rust as noted in the details.
Most all RE5s I rode with,all had Fairings partly as The bike was a touring model. One had the R90S clone fairing.
Interestingly now most want a naked bike. I'm spoiled to the protection of the Suzuki Fairing.

If that was my motorcycle in my garage I would not go to bed tonight with those gages mounted like that
I would remove them until I could get the parts needed to mount them correctly. I agree with Tim, I like the protection of a fairing but those gages look ridiculous mounted as they are without the fairing
For short rides I'll take a stock naked bike...

I'm spoiled to the protection of the Suzuki Fairing. Tim I'm relatively new to the town here. I've already had a lecture from members of the local Ulysses re my fairing and why I shouldn't have it. A brilliant fairing. Minutes on and off, excellent protection. And for someone getting wobblier by the year, protects the bike from stationary fall overs (yup, had a few). One blinker gets broken. That's it. Not to mention protection from stone chips on the road. And I love to point out, available in full touring regalia off the showroom floor in 1975, six or seven years before the much vaunted full dress Goldwings. And Bill, we are tarred with a similar brush. They'd be off the bike minutes after bringing it home.
