Seems odd that a NOS engine would be supplied with cables, carbs and spark plugs installed

Not necessarily. The two nos re5 motors I found were complete with carby and cables installed. They even came with front sprockets, radiators, oil coolers, starter motors, plugs, coils and air filter assemblies too!

Not sure about carbs inc would want a nice low miles H2 for $12000 ...When fitted the engine and frame number wont match any way ..And when it blows up say goodbye to your investment ...

WOW ! $12K US winning bid for an engine. A Kawasaki dealer near me sold new 1972 Kawasaki H2s for $999 CDN....I shoulda` bought all he had.
