metering pump/cable adjuster

Today I was checking out my metering oil system. At full throttle the aligning marks (Fig 16-15) did not align so I backed out the cable adjuster ALL THE WAY and the marks still do not align. They are close. Is there another adjuster on the other end of the cable? I took the tank off but I couldn't tell.

I almost tied a knot in the cable to "shorten" it. Suggestions?
