You may, if you're lucky, just have a blocked primay jet (at 4000 rpm the secondary will be helping run the show). Just to the lower left of the alloy air horn there is a brass nut. Undo it. Use a small flat blade screwdriver to feed down into the hole and unscrew the primary jet. If it doesn't come out as the fuel spills out, then use a toothpick to stick down into the hole to "stab" the primary jet in its orifice and pull it out. Give it a clean. Put it back. I've had this happen to me once (horrible at low rpm, okay high) and that fixed it. I've know it also happened to a friend's RE. You may be very lucky and that's all it is. The vacuum seems good but I did the petcock fix so I have the main line that used to go to it blocked off. I can't feel any to the choke unloader or the secondary butterfly diaphragm. I know the vacuum drops as you rev it up, so could it bee that I just don't feel it? I manually put vacuum on each of them but it made no difference. I'm really lost. I want to get one of Jess' adapters and plugs to try. Any one know where?

Have you tried the jet that Wayne pointed out? My re5 was down for a few months last year because I forget to check that one. One piece of sand was perfectly placed in the jet causing the exact same symptoms you describe.

Very strange... I changed the diaphragm (accelerator pump) with a new one and now I have the same problem.Also put in a new enrichment gasket.Carb no longer leaks drops of fuel but will only run with the choke on.Maybe a stupid question but could it be I installed the diaphragm upside down?

I don't think anything in the accelerator pump could cause that. I have not run across that problem from doing just as you describe. Are you able to post a close up of the locating tab on the power valve?
Gaskets on both sides? Vacuum hose hooked up? Any chance any dirt from the top cover got inside? Is the filter cleaned on the top cover? If all seems OK, go right for the pilot jet as I mentioned earlier here.

Thanks Timpa will look after the pilot Jet.Hopefully this will solve the problem as Carb has been Ultrasonic cleaned and all the cables were synchronised with the protractor.If this does not help I will try my spare Carb that was also cleaned and overhauled.

Answer to prayr
To all the great people who helped me
My RE5M would not run without the choke fully closed. This was after a 1 year total restoration. I was sick, but went to all you guys for help.I did this kind of stuff all my life but really second guessed myself. So I did and rechecked everyones suggestions. No good So I took the carb back off and apart and had it ultrasonically cleaned again. I videoed taking it apart to be sure it went together right. Started the bike and same thing. Jess told me something was assembled wrong so now I was left with only PRAYERS. after a lot of them I had an idea to check again for a vacuum leak. I started it and sprayed starting fluid around the intake manifold and as soon as I did the bike quit. I thought if it were leaking it would speed up. So I checked the bolts and they were tight. Then I pulled the carb again and took the intake off. BAM I had the intake manifold gasket upside down. It was blocking half of the primary intake ports and letting the other half open to air. The bike is soooo sweet now I love it. I know for sure now PRAYERS do work!

Okay, fair enough, next question, is it cheaper, is it better ? Just a note that My last 3 proper replacements had over 150,000 miles each so I can't really fault the oil. Mobil 10-40 .
I just found out that Kragen O Reilly is closing it out in California and parts of Nevada I suppose, for $ 3.19 US Quart. Timpa136
